History: During the Civil war the Tower Mint had come under the control of Parliament so other provincial mints including Oxford were operated in royalist areas under the King. The declaration on the reverse across the centre field is a shortened version that Charles made in Wellington in September 1642, in which he promised to uphold the Protestant Religion, the Laws of England, and the Liberty of Parliament.
